Like the more illustrious Roger Corman, Topper was nothing if not frugal: one of his films, The Diary of a High School Bride (1959) he shot in seven days for just $80,000.

Topper was active in the Variety Clubs of America, as writer-director-producer and narrator of fund raising films.

Began with American-International Pictures in the late 1950's. Topper eventually became AIP's head of production, making a series of low budget features aimed primarily at the teenage market.
