Vice Admiral Sir Norman Egbert Denning KBE CB (19 November 1904 – 27 December 1979) was a British Royal Naval and Intelligence Officer at the Admirality and Defence Intelligence Staff who served as Director of Naval Planning from 1945–1956, Director of Naval Intelligence from 1960–1964 and Deputy Chief of the Defence Staff for Intelligence from 1964–1965. Sir Norman was a prominent and pioneering figure in naval and military intelligence and established a successful career during and after the Second World War, holding many senior ranking staff positions.
He was awarded the Knight Commander of the Order of the British Empire in the 1963 Queen's New Years Honours List for his services to the military. He was also awarded the Companion of the Order of Bath in the 1961 Queen's New Years Honours List for his services to the military.

He was also awarded the OBE (Officer of the Order of the British Empire) in the 1945 King's Honours List for his services during World War II.

He was son of Charles Denning and Clara Denning. Brother of Alfred Thompson 'Tom' Denning, Reginald Denning, and Norman Denning.

He and his brother, Norman Denning, signed up for the Royal Navy after World War I. He served in Singapore in the 1930s. In 1937, he was appointed a position to the British Naval Intelligence Division.

In 1939 with James Troup and John Henry Godfrey, he helped establish the Operatonal Intelligence Centre.

After World War II, he was appointed the position of Director of Planning for the Admiralty. He was appointed the position of director of the Royal Naval College in Greenwich in 1956 and was appointed the position of deputy chief of naval personnel in 1958. In 1959, he was appointed the position of director of manpower and in 1960, he was appointed the position of the Director of the Naval Intelligence Division.

In 1964, he was appointed the position of Deputy Chief of the Defense Staff for Intelligence. He retired from the Royal Navy in 1967.

He had two sons and a daughter. His eldest son, John, enlisted in the British Royal Navy and joined the Royal Fleet Auxiliary and died in 1975 from a fall.
