Howard Bay (May 3, 1912– November 21, 1986, New York City, New York) was an American scenic, lighting and costume designer for stage, opera and film. He won the Tony Award for Best Scenic Design twice.

Won two Tony Awards: in 1960 as Best Scenic Designer (Dramatic) for "Toys in the Attic," and in 1966 as Best Scenic Designer for "Man of La Mancha." He also received two other Tony nominations: also in 1966, as Best Costume Designer along with collaborator Patton Campbell for "Man of La Mancha," and in 1970 as Best Scenic Designer for "Cry for Us All."
