Richard Raul Garcia (born May 22, 1942) is a former umpire in Major League Baseball (MLB) who worked in the American League (AL) from 1975 to 1999. Garcia wore uniform number 19 when the AL adopted numbers for its umpires in 1980.
An American League umpire from 1975 to 1999, he worked in four World Series (1981, 1984, 1989, 1998) and two All-Star Games (1980, 1992).

Many baseball fans blame him for costing the Baltimore Orioles the 1996 American League pennant, due to a call he made in the Championship Series awarding a New York Yankees hitter a home run after a young fan had reached over the outfield wall and caught a ball headed for an Orioles outfielder's glove. The Orioles went on to lose the series to the Yankees.
